Can downloading graphic mods on steam ban you?

If a user has violated any terms of the Steam Subscriber Agreement , which the user has accepted during the free registration process on Steam, their account may be blocked or restricted.

The real answer is that technically cheating or altering files can get you banned, but Capcom does nothing about it really and has only taken action against a very small group of people. In general they will never know if you use a mod and will never do anything about you using mods.
